It depends on the asset. SBC 401-CR, the Saudi Building Code electrical requirements, is the national installation code and takes IEC 60364 as its basis. Inside Aramco facilities the SAES-P series governs instead. Giga-projects such as NEOM and the Red Sea development operate quasi-independent grids with their own specifications under PIF or Royal Commission supervision.
There is no blanket national mandate. In practice they are increasingly required in petrochemical retrofits, driven by insurance underwriters rather than by the building code, and by asset owner standards inside Aramco facilities. The commercial requirement is usually what sets the scope and the deadline.
The High Commission for Industrial Security issues security clearance for critical and energy facilities, and its requirements drive electrical room layout and switchgear specification. Those constraints determine physical access and working distances, both of which are direct inputs to incident energy results and to the PPE conclusions drawn from them.
Equipment imported into Saudi Arabia must carry SASO conformity for the protected categories. For an arc flash study this matters because the protective devices in the model have to be the devices actually installed.
